Also present: Holly Leonard, David Bailey, Gordon Starkey, Betsy Beoge, Gus Seaman. Absent: Helen Charpentier. The Chairman called the meeting to order at 5:30 p.m. Forms for Signing: December 29, 2005 Meeting Minutes: After some corrections to the minutes, John W. made a motion to approve the minutes as revised, seconded by Aaron S., voted unanimously in favor, so declared by the Chairman. January 10, 2006 Meeting Minutes: John W. made a motion to accept the minutes as written, seconded by David M., after an amendment to the minutes, John W. made a motion to accept the minutes as amended, seconded by David M., voted unanimously in the affirmative, so declared by the Chairman. LAS 323 Abatement Request: John W. made a motion to grant the abatement as requested for LAS 323, seconded by Tracy N., voted unanimously in favor, so declared by the Chairman. Wastewater Treatment Highlights: Dave B. stated that there was not much to report on at the Wastewater Treatment Plant. Dave B. has had Pump Systems quote another mixer and seal failure alarms for the mixers. Aaron S. questioned the costs and there was some discussion about the mixers and use of the aerators or other technology to perform the function of the mixers. Gus S. questioned if the cost of a replacement mixer was in the 2006 budget. Dave B. stated that it is not but perhaps replacement funds could be used. Aaron S. stated that if the Capital Improvement Plan warrant article passes then there would be a study that will review if an extra mixer is needed in case of failure. David M. questioned what happens to the treatment process if one of the mixers goes off line and a new one can not be secured for 8 weeks. Dave B. is not entirely sure of how this would affect the process. There was some discussion regarding different process procedures and which was best for the Sunapee Plant. Robert H. questioned what a seal fail alarm does. Dave B. explained that these would alert you if your bearings were having a problem. The Commission feels that installing seal fail alarms is up to Dave B.’s discretion. Robert H. would like Dave B. to bring a preliminary list of the things that he feels need to be purchased or addressed at the treatment plant to the next meeting. Dave B. questioned what the Commission recalled had been decided about radio read alarms at the last meeting. Aaron S. questioned how much that type of alarm system had cost New London. Gus S. does not recall the amount but Capital Alarms is the company that was used and they could be contacted. Aaron S. would have the engineers review that part of the system during the Capital Improvement Plan report. Robert H. questioned what had happened with the Underwood study of the manholes and the weir at the treatment plant. Dave B. reported that they are writing up their recommendations and that the report should be received soon. Dave B. thinks that Underwood will recommend raising the manhole. Betsy B. questioned if pump stations along the force main had been fixed yet. Dave B. reported that they are being looked into but are not fixed yet. Gus S. brought up the prospect of abandoning the Sunapee Library meter and figuring the billing perhaps on pump station run times. John W. & Charles S. volunteered to meet with New London regarding these issues as a subcommittee. The meeting is set for February 2, 2006 at 2:00p.m. at the Sunapee Slow Sand Filter Plant. Holly will post the meeting. Gus S. stated that the New London Commission has not yet had a chance to review the 2006 Sunapee Treatment Plant budget, there was some discussion regarding the warrant articles and how the costs were being split in the 3 Sunapee budgets. Gus S. stated that the newspapers had reported that the Town of New London had engaged Municipal Resources Inc. to look into proposing a Public Works Department instead of having a separate Sewer Department and Commission. The New London Selectmen feel that there would be some saving of funds by combining the departments. The Municipal Resources staff may be looking to speak with Sunapee Commissioners regarding the ramifications of this proposal. Gus S. stated that more about what may be the outcome of the review should be known by the February meeting. Gus S. reported that there is to be a bond hearing for the estimated $275,000 that is the estimated cost for upgrading the Georges Mills pump station to have it meet all the current regulations. Robert H. stated that he is concerned that New London does not have funds set aside in case of the need to upgrade the Wastewater Treatment Plant. There was some discussion regarding how funding for any upgrade would be split between the two towns. The next meeting will be the joint quarterly meeting and will be on February 23, 2006 in Sunapee. London departed at 6:45. 2006 Lien Warrant for 2005 fees Uncollected: After some discussion regarding the warrant David M. made a motion to delete the lien amount for LAS 175, seconded by Aaron S., voted unanimously in the affirmative, so declared by the Chairman. Aaron S. made a motion to accept the Tax Collectors Warrant for water/ sewer/bond fees in the amount of $47,109.25, seconded by John W., voted unanimously in the affirmative, so declared by the Chairman. Water Treatment Highlights: Dave B. reported that he had shut off the concrete storage tank at Harbor Hill and observed that it is leaking approximately 4,700,000 gallons in a year. Dave B. has spoken to some other people and would like to try and see if the tank is leaking or if it may be the pipe under the tank. He has purchased a water ball to seal off the pipe and see if the tank continues to leak. Aaron S. questioned if the steel tank had been checked to see if it might also be leaking. Dave B. has not checked the steel tank yet. There was some discussion regarding the amount of leakage in the system. It was suggested that Georges Mills and Sunapee be split to see which part of town most of the water is being lost in. Dave B. has spoken with Dave Brennan and in Keene they have a water tank that with a liner in it. Robert H. and Dave M. would check into the cost of a liner for the tank. Dave M. stated that the hydro plant had utilized an epoxy to coat the concrete and that it has been in place for about 20 years, perhaps this is another option to investigate. Dave B. stated that Rick Skarinka had mentioned that perhaps Sunapee should install a new tank somewhere else in town as there is no need for 2 tanks at Harbor Hill. The Commission had discussed this option at one of the meetings regarding Granliden. Dave B. mentioned that he had a quote from a company called Liquivision for cleaning the steel tank and the concrete tank. There was some discussion regarding divers and inspection of the inlet. The Commission would find out how much it would cost to just have Liquivision do an inspection as opposed to the cleaning. Dave B. will check on the cost of an inspection. Dave B. passed around the letter from the state confirming that they approve increasing the capacity of the Slow Sand Filter Plant as requested. Dave B. reported that there had been some problems with the smoke detectors at Harbor Hill. During a call the fire department was upset that the lights were not on at the door. There was some discussion regarding the need for lighting at the plant and the possibility of using a motion detector or a light sensor activated light instead of the mercury vapor one currently in use. Old & New Business: Aaron S. questioned if anything was being done with regards to the proposed plaque for River Road Pump Station. Dave M. is looking into dates that the individuals had served on the commission. There was some discussion regarding perhaps putting some historical data on the plaque as well. Aaron S. questioned what the source protection handouts were about. Dave B. reported that there are some rules that need to be posted in various locations around the lake and giving the Commission the authority to enforce these rules. Robert H. stated that Granite State Rural Water is doing a study on the watershed. There was some discussion about seeing if there was any interest on the Commissions part to participate on this committee for source water protection. Pay Scale & Job Descriptions: Robert H. introduced that the job descriptions were not done correctly when first listed in the town book. There was some discussion about the ability or inability to move employees up in class as well as in steps.
